BRUSSELS, June 22 (Reuters) - EU president Germany proposed on Friday launching detailed negotiations on a treaty to reform European Union institutions without Poland's assent after Warsaw rejected a deal on voting rules.

"We will try to save the many steps forward which we acheived in the last six months in a common mandate by the other member states for the Inter-Governmental Conference," a German government spokesman told reporters, raising the stakes at a two-day summit on the 27-nation bloc's future.

He was speaking after Poland rejected a compromise offer on a re-weighting of EU voting rules at a summit in Brussels. Warsaw has argued that the rules, part of a treaty to reform the bloc's institutions, favour large member states like Germany.

"The presidency has repeatedly dealt with the issues the Polish raised and recently made a proposal with far-reaching concessions to Poland," he said, referring to the offer which Warsaw said was insufficient.

"Poland will then have the chance to join the European consensus at the Inter-Governmental Conference in the autumn," he added.
