"It is a great honour for me to be considered for the top position at the IMF," Tosovsky said in a statement.
"I am pleased that my proposed nomination received a positive reaction from finance ministers and governors of several countries from all regions."
Tosovsky, currently chairman of the Financial Stability Institute at the BIS in Basel, Switzerland, is the second candidate in the race to head the IMF.
The European Union has proposed France's former finance minister, Dominique Strauss-Kahn.
