Skoda Praha said its counterpart was dominant Vietnamese utility Vietnam Electricity, which was in talks with the state Czech Export Bank on financing.
The coal-fired power station would have six 500-megawatt units.
Czech and Vietnamese prime ministers backed the deal on Wednesday, though Czech Prime Minister Mirek Topolanek said he believed it was still far from realisation.
