    ENERGY POLICY: The government must take steps to build new 
energy sources in 2008 so that electricity demand and supply are 
balanced around 2020, according to Vladimir Dlouhy, a member of 
the government's independent panel of experts and former

surpass brown coal zoning limits if it does not build new 
nuclear power sources.
