    NOTE. The CSU added the sliding average rate of inflation 
over the past 12 months was 2.6 percent. 
    Analysts polled by Reuters had predicted that month-on-month 
consumer prices dipped in November by 0.1 percent, which would 
have put the year-on-year inflation rate at 1.5 percent
