The plan would partially circumvent the leading leftist party the Social Democrats which gained a majority in a weekend vote for the parliament's upper house and has said it would veto the budget cuts. The veto could be overridden by the lower house but this would mean a delay.
The legislative emergency situation would mean the leftist party could only delay the approval by ten days, and not 30 days as it could do otherwise.
