The first package, which will be voted on in June, will include changes to the pension pay-as-you-go system, health reform and social spending reform.
The second pack will be voted on at the end of the year or the beginning of the next year and will include tax changes, the second pillar of the pension reform and the reform of universities. Passage of both packages will be linked with confidence votes in parliament.
